breaks out in one of the mo expensive neighborhoods in the city. good evening, i'm ann as fire breaks out in one of the most expensive neighborhoods in the city. and good evening, i'm ann notarangelo. >> and i'm brian hackney. don knapp is in the neighborhood where the firefighters contained the fire. hi don. >> reporter: actually the fire broke out in one of the worst places of all to break out in the city like this with wooden structures side by side. it broke out between two buildings and quickly spread to both of those buildings. the area we're in as you pointed out a trendy area of san francisco. the laurel heights area. we're at locust and sacramento. the 3600 block. let's take a look at the video of the fire when it was raging pretty hot. it burned very fast. hot and very very smoky. firefighters arriving on the scene quickly called a second alarm and then a third alarm. it took about two and a half

hours to get it under control. now no one was hurt. but many were quite shaken up. at least three residential areas are on the bottom floor -- are in the building of those two buildings and on the bottom floor is a store in which isabel hutton was working at the time. >> because we stuck -- started to hear voices and fire, fire. so i left. and i see flames but we were not -- i went back hoping to put everything into the safe. and then already knocking on the door, out, out, out. we are on the fire. so -- that's -- right away. >> talk a little bit about the buildings all dry the whole thing right? >> you know they're dry and they're all wood buildings and as you can see, there's something in-between but the buildings actually touch up above. there's zero property line there. if it gets into unboiledding it will usually go -- one building it will usually go into the

other building. in this case minimal damage. >> reporter: firefighters very proud of what they were able to stop. look at the building behind me on the corner. that's a three story apartment building. if the fire got there it would have been very serious and they managed to get it stopped before they get there and they did their work and tonight they're mopping up. brian? >> all righty don thank you very much. and a fire that badly damaged a building in downtown burling game early this morning is being blamed on a floor heater. the fire broke out around 3:30 this morning. the two story building near the cal tran station housed a commercial office on the first floor and apartments on the second. investigators believe combustible items near the heater caught fire and the building next door was also damaged. the wood shingled siding contributed to the start of the flames. >> . they baked throughout the night. the fire was witnessed by them. they called it in at 3:00 in the morning and got fire crews en route. >> the fire knocked out power to about 16 customers and at least two tenants have been

temporarily displaced. in show that county a late season wildfire in the geysers is threatening several power plants in the area. fires burned about 3500 acres mostly on land that's owned by calpine. only 25% contained at this hour. and firefighters say the silverado fire will be fully surrounded in about 3 minutes. it's more than -- 30 minutes. it's more than # 0% contained right now and everybody forced out allowed to go back home. there's no word yet on what caused that fire. no injuries and no homes burned. the naacp is calling for tougher charges against four san jose state students accused of hate crimes. mark kelly reports they need to use this incident as a teaching moment. >> reporter: this san jose silicon valley n aacp says the racial harassment that reportedly happened in these dorms is a felony. not a misdemeanor. asking the santa clara d. a. to increase the charges. currently freshmen colin warren, joseph bum garner, and

logan beachler and one minor are suspended from school and facing a series of alleged hate crime against the victim, an african-american freshman. >> i know those things do still happen today. but it's definitely disheartening. >> and there hasn't been much outreach at all by any ras and i feel like they can be doing a better job. >> reporter: allegations include racial slurs like calling the victim three fifths a slavery era racial slur. even putting a bike lock around the victim's neck. this incident is just the most recent trouble to hit campus. school administration has been under fire after an online education project faced a rocky start. reports faculty morale is low and word at one point spring classes could face cuts. >> budget cuts, classes, list goes on. >> reporter: in response the university laid out this week its plan for a teachable moment. scheduling a lecture series on

should be allowed the make calls using cell phones but the idea is getting a poor reception. a proposal to allow airline passengers to use cell phones in-flight has travelers talking. >> you might want to talk the entire flight at a loud voice about every single problem you have in your family, blah blah blah. >> i don't think it's correct to be able to listen to everybody chattering on the phone. >> it may not be long before we all say so long to the idea of just sitting back and relaxing. some international airlines already allow passengers to talk and text. now an fcc proposal could give american air carriers the ability to do the same. >> i would allow the phone call as long as it's short and to the point. and otherwise it would be better that they don't use the cell phones. >> the attendants' union was against the idea in 2004 and it still is. >> because you know airplanes fly thousands of feet in the air and we don't want any kind of situation that could

increase any volatile situation on board the aircraft. >> it's already clear that some airlines wouldn't be on board. delta airlines says if the fcc changes its policies will delta allow voice communications on flight? no but it's a big opportunity for telecommunication companies. paying through the nose. >> this is potentially a multibillion dollar industry for cell phone companies and device manufacturers. once this ban is lifted, it's not going to be like your regular phone will just work perfectly. you're going to have to either sign up for extra service or have to pay serious roaming charges. you know probably in excess of $2 per minute for every phone call you make. >> expensive right? that's because experts say installing the new equipment on board could cost $3 million to $4 million per plane. and the chairman of the fcc doesn't like the proposal but he says at the same time there's no technical reason justifying the ban. and still ahead, he admits

lot more than he was lookinr in a dumpster. a homeless man is being rewarded for his honesty after he found a lot more than he was looking for in a dumpster. jewel hartman was digging for food behind a luxurious omni hotel in atlanta. and what he found was a stolen wallet with an id and credit cards inside. so he brought it to the hotel manager and left. the manager learned what happened to the wallet and returned it to the tourist from france. he then tracked down hartman and rewarded him with a room through thanksgiving. >> maybe someone will see this and like totally drugged out and stuff like that. well, that -- ugly guy can do something about it. you know maybe i can too. >> hartman is also getting $500 and room service. he says he's been homeless for a year. britain's prince harry is in antarctica tonight to take part in a 200-mile walk to the south pole.

and the emmy goes to -- a man picking through his garbage in brooklyn. a man noticed the gold statuette sticking up in a pile of trash. he didn't think anything of it but he cleaned it up and put it on his coffee table and he didn't have any idea what it was until he watched the emmy awards on cbs. >> next thing you know i'm watching the emmy's. and i see this silhouette of the emmy award and i'm looking at my coffee table like doing like back takes, i'm like what the hell? it's an emmy award. >> there you go. tried to track down to owner and will not be easy because the trophy is missing the band on its base right there. that's where it would be saying who won it and not there. now the people who live near where it was found have no idea who it belongs to. well, despite losing everything in the supertyphoon, people in the philippines are beginning to think about

christmas. people have been starting to put up decorations and many of the christmas trees are being pulled from their rubble and used to decorate towns. parents say kids are doing it to find a way to keep up their spirits, however many are calling this a blue christmas. this week's storm along with snow making machines have allowed two major lake tahoe ski resorts to open. heavenly and north star began limited operations today. heavenly was supposed to open up yesterday but high winds forced postponement for a day. a top summit is already open and kirkwood plans to open tomorrow. all right, the weather department they're getting a little bit of snow up top but down here we may be getting wet before very long. and in the meantime the weekend looks pretty good. be chilly tonight though. the numbers right now are around the bay area as we look toward the beautifully illuminated bay bridge are near 60 degrees for the most part. not a lot of variation between the coast and inland --

chance of rain just in time for thanksgiving. temperatures around the bay area on that day will range from about 60 to 64 degrees. and it's just coming in right -- right when thursday rolls around. monday, tuesday and wednesday look okay. but right now, i mean stay tuned on it but right now thursday does look wet. wind speeds we've really eased up on the big weather story 48 hours ago. mostly winds are below 10 miles per hour and that will let temperatures really cool down tonight. by 8:00 tonight in the low 50s and temperatures will be going down from there. into the freezing range or near freezing range. it could be some frost in parts of the north bay. and so to continue the icy theme the holiday ice rink is up and running at the embarcadero all beautifully lit up. 63-degrees for the forecast around the rink tomorrow. if you're thinking of something to do it's waiting for you. low pressure is spinning down in southern california. that's that low that gave us all the winds earlier in the day. or rather yesterday. and that's now going to spin into the four corners region.
